The visit takes places at a time after Vietnam completed its role as a non-permanent member of the UN Security Council for the 2020-2021 tenure and it was elected to the UN Human Rights Council for the 2023-2025 tenure.
During high-level talks in Hanoi, Guterres affirms Vietnam is one of the indispensable members of the United Nations, and it has been and will make practical contributions to the common work of the United Nations.
While staying in Hanoi, UN chief Guterres meets with Vietnamese Party General Secretary Nguyen Phu Trong.
Trong affirms Vietnam’s consistent foreign policy of independence, self-reliance, peace, friendship, cooperation and development, diversification and multilateralization of foreign relations, noting Vietnam is an active and responsible member of the international community.
Guterres expects that Vietnam will take the leading role in responding climate change and that the United Nations will continue to cooperate actively and closely with Vietnam.
UN Chief Guterres also meets with Vietnamese Prime Minister Pham Minh Chinh in Hanoi on October 22.
The PM says the UN has over the past 45 years been a leading reliable and long-term partner for Vietnam in all stages of national development.

Hue suggests that the UN help strengthen connections between the National Assembly of Vietnam and UN agencies and the Inter-Parliamentary Union (IPU), as well as with other relevant multilateral mechanisms.
Guterres welcomes Vietnam’s East Sea initiatives and affirms that the UN always gives its best support in accordance with the framework of international law, including the 1982 United Nations Convention on the Law of the Sea.

In his speech, President Phuc notes that Vietnam’s admission to the UN on September 20, 1977 marks a start of a new historical journey in the country’s construction and defense. Overcoming the consequences of the war, Vietnam has implemented Doi Moi (Renewal) and expanded international relations, resulting in important achievements, including high economic growth and high Human Development Index (HDI).
UN Chief Guterres hails Vietnam’s outstanding efforts to boost development and deepen international integration, saying from a war-torn and isolated country Vietnam has now become an important member of the United Nations, with significant contributions to the common work of the body.
On October 22, the UN Secretary General calls at the General Department of Meteorology, Hydrology and Climate Change under the Ministry of Natural Resources and Environment.
He highly appreciates the department’s role, saying its weather forecast bulletins and other related products bring useful services to people in Vietnam and elsewhere in the region.
The UN Secretary General also visits the Diplomatic Academy of Vietnam where he talks with representatives of Vietnamese youth and students.
He says Vietnam is a country with a long history in the struggle for national independence and development, so the young Vietnamese generation can bring those experiences to help other nations overcome challenges.
